The young guy and the woman working at the reception know what hospitality is about. The older guy needs to find another job - or change his habits of saying 'no' to whatever request clients have. Also, management should allow more time for the cleaning staff to do their work. Create a happy working environment for them!
If you're looking for a luxury appartment, don't go to Rubimar. If you're looking for a reasonably cheap appartment in a fantastic location, make a booking. It's a bit like the Lidl-supermarket: it's cheap, and if you don't have too high expectations, you'll have a perfect time at Rubimar.
The heated inside swimming pool is great, and the appartments are big enough. It's a small resort, and everything you want is in a few minutes walk.
However, do request before you make a booking to be placed in the appartment numbers close to the reception (like 112, 113, 114, 115, 116, 117, 118, 119, 120, and 212, 213, 214, 215, 216, 217, 218, 219, 220). And absolutely refuse if they offer you to stay in numbers 130, 129, 128, 127, 230, 229, 228 or 227. In that case, you'll end up in a room without any sunlight.
