We have a yacht in Portugal and booked into the Holiday Inn Express Vitoria on our return journey by car to catch the ferry at Bilbao. We needed a hotel that was just off the motorway, easy to find and provided breakfast and an evening meal. This hotel met that criteria. It was spotless, food was more than adequate, staff were very pleasant. In addition, we were able to park in front of the hotel and could see our car from the bedroom window. On an industrial estate, but not a problem, quiet and plenty of local people about in the cafeteria/restaurant. Excellent at E48.00 for two, bed and breakfast. We intend staying again.
Unfortunately one of the party took ill and to go to hospital. The receptionist could not do enough to help, phone calls for ambulance, a king as interpretor etc. excellent.
The breakfast selection was fine. The location was perfect for our trip home from San Sebastian. The price was Excellent We were happy to find an ice machine which is atypical of Spain.
Reception Staff -- friendly, and very helpful with information on places to visit in the city.
Air conditioning didn't work at all
The aircondition thermostat was set to run between 21c to 27c . The staff said it was their winter setting. Our room was hot and uncomfortable .
Excellent staff and value. Room large and comfortable with tea, coffee, hairdryer and all you would expect from a more expensive hotel. Restaurant opposite was good value and reasonable quality.
The location was not very good. On a business site quite some distance from the town.

Don't put the cofee machine at the end of the breakfast buffet, put it in a completely other place in the room. This was causing a long waiting line, also for the people who didn't need any cofee

Good for a stopover - the restaurant across the road was excellent value for money. The staff in the hotel were very good and efficient.
Choice of pillows.
The mattress was too hard. Ibis have "toppers" on theirs.
Good parking facilities. Rooms were clean. Breakfast was ok. A distance from the city centre but a brilliant stop over point.
Rather basic hotel.
The hotel is just off the main road and is perfect for a stop on a long journey. It has all the things you expect from a Holiday Inn including free parking. The receptionist is 24 hours. Some great rates available especially when including breakfast.
Receptionist didn't speak a word of English. Bathroom was missing the clean seals and they only supplied 1 bath towel for the double room which they quickly resolved with a call to reception.
