Someone knows if the price of accommodation in Brazil, if it says (taxes and charges included), is already 30% (since it is the country tax)

It's a separate charge, deducted at the time of payment of the card. It's our tax on foreign currency purchases/payments. For example, the final value with taxes and charges included in the accommodation if you paid them in cash, you wouldn't have the extra charge.
Taxes apply to the purchase of any foreign currency and for payments (free of charge with tarjteta).
In fact, if you had in your account, dollars for instance, you could ask for that payment to be owed from that account in dollars, and I understand you don't get 30% tax there either.
