Everytime I'm in Tokyo, I stayed at one of the many APA Hotel that are located in all parts of Tokyo and Japan. They price are reasonable as compared to others. Rooms are small, that's typical in Japan! And all amenities are provided. It a 10 to 15 mins walk to Tsukiji market and 15 to 20 mins walk to Tokyo Station. there are eateries & convenience stores around the hotel so not worries if you are hungry.
