I took a local bus from Kuressaare bus station, 4-5 buses a day. Need to check out timing from the Tourist Information centre for bus timing. Kaali crater is interesting to visit, but it probably take less than 1 hour to complete both crater and museum. The area around Kaali crater is fun to walk around, there are children playgrounds around and scenery is quite nice. I went in end Feburary, the crater was still frozen in white, and I was the only tourist around.
The Kaali crater, sight of a meteor strike about 4,000 years ago is off the beaten track but worth visiting. The main crater is very impressive and there are good explanations in various languages on boards around the site.
