The apartment has backup power connected incase of load shedding. The backup power allows for the use of lights, TV, wifi and charging of gadgets and not for high wattage appliances. E.g you cannot use the washing machine or stove whilst on the backup power. There is an application called ESP that gives notifications of load shedding times that you need to install.
