The Bay of Kotor is just beautiful. I would advise staying around the Bay a bit away from the city itself. The Old City can get very busy and over run with tourists unfortunately, especially when the cruise ships are in. It’s much nicer to stay further around the Bay away from the crowds. It’s also a perfect location to use as a central point to visit other areas like Herceg Novi as you can scoot across in a ferry to the other side for a few dollars.
Be aware if you have a car that Kotor streets are narrow and not really set up to accommodate the amount of traffic that is using them so you can get stuck in a lot of traffic jams in the city itself. As mentioned if you stay further around the bay on the opposite side to Kotor you will find lovely accommodation right on the water and great restaurants with far fewer people & can watch the boats and cruise ships pass.
The ride up the Kotor Cable Car is a MUST. Extraordinary and breathtaking views over the entire Bay system. Well worth the spend.

Old town is stunning but 100% tourist town.
Old town is stunning but 100% tourist town. The rest of Kotor is not that nice, but ok. It is very expensive considering its location.
The scenery is stunning, mountains and sea... but the traffic is terrible and very poluting.
Dinner here cost more than in many Western Europe places.

We hiked up to an abandoned monastery on one side of the bay and to the top of the fort above the main town on the other side. Wonderful views. Took a dip in the bay, water was clean (and a little chilly in late September). Town was charming and the ancient fortifications were impressive to see.

Before coming here I heard it was 'little Dubrovnik', and it's a really good description. The old town is surrounded by amazing fortification, and if you're ok with climbing 45+ minutes, I recommend climbing all the way up to the fortress for a stunning view of the town and bay. If you like cats you'll love it here, they're everywhere, and there's a square where they're used to people and you can pet them.
The old town is small and charming, but a bit overcrowded even beginning of September.
I wouldn't recommend coming by car, the traffic is pretty bad and there doesn't seem to be nearly enough parking.
From Kotor you can book boat trips, I'd highly recommend booking one, it's an interesting way to see the bay.

Kotor is certainly worth a visit, quite stunning location the views are jaw dropping, and the old town full of character and history.
The roads however are very congested, so you need patience especially if hiring a car.
Also, be warned, probably due to the high hills that surround the town, at night, it gets decidedly chilly, indeed one night we were there (late September) it was very cold, so be prepared with warm clothing, certainly id visiting outside the main summer high season.
My advice would be to perhaps stay in Tivat or Budva, and travel to Kotor (fifteen and thirty minutes drive respectively) neither have the congestion, of Kotor and both will certainly be warmer when the sun goes down

Kotor Bay is very picturesque with stunning steep mountains...
Kotor Bay is very picturesque with stunning steep mountains wrapping around the bay. The Old Town is very attractive with its city walls, and very old buildings. There are plenty of places to eat and also a lot of bars.
There is a lot of traffic (I visited in September). There are usually 2 cruise ships anchored in the Bay every day, bringing around 5,000 visitors into the small old town. It's better to look around early morning or in the evening when the passengers are on their ships.
Places to visit include the cable car to the top of the mountain on a clear evening see the sun set over the Bay. I liked the Monte 1350 bar which had deck chairs and stools positioned to enjoy the view. It had an apres-ski ambience with a DJ and reasonably priced drinks. There is also a restaurant, rollercoaster, and some other activities up there. Check the times of the last cable car back down if going out of peak season as they end at 19:30. Costs 23 Euros per adult for a return ride.
There is a very nice sandy beach about 20 minutes drive away called Lava Horizon https://g.co/kgs/6MmRv4u Here you can park for 5 Euros. 2 loungers and parasol will cost 25 Euros. There is a snack bar and toilets. It's a picturesque sandy beach, with shallow water for the children to play in. Afterwards you could drive a few minutes to Lustica Bay Marina which is a modern up market development with a promenade lined with restaurants, ice cream shops, etc.
Perast is also a good place to visit for lunch. We caught the bus from Kotor.
The room was spacious and furnished with imagination and character. It had a view over the bay, albeit from a skylight window, plenty of room for clothes and was very comfortable. It was very reasonably priced in a town that is otherwise almost uniformly over-priced (at least in relation to the rest of Montenegro) and was located on the edge of the old town, up steps and sufficiently back from the noise of bars late at night, a short walk from the bus station. The owner was very pleasant, helpful and laid-back.
The apartment is equipped with everything you could need: plates, pans, pots, cups, glasses, bowls, cutlery, refrigerator, washing machine.
the location is very good: we walked to the beach, in the old town and by car to Porto Montenegro, Tivat, Perast and even Dubrovnik.
The hosts are very nice and waited for us with cold water, wine, cakes and ice cubes.
They were very attentive to details (coffee, clothes/dish detergent, salt, pepper, soap, shower gel, towels) and helped us with all the information needed.
Incredibly warm welcome by the family, very caring with lots of attention to details. They offered us a bottle of wine when we arrived, and were eager to make sure we were enjoying our stay. The flat was very comfortable and well furnished with everything we needed. the area was quiet although being at a walking distance from Kotor old town (10 min). This has been our favorite place to stay during our trip in Montenegro. thank you again for welcoming us !
The location of the hotel is excellent, right in the heart of the old town and within walking distance of everything. I loved the medieval charm of the room. Despite being in an older building, the interior is modern, with a comfortable bed, plenty of space, and good lighting. It was also very clean. Communication, as well as the check-in and check-out process, was smooth and efficient.
The apartment was new, warm and clean. Location ideal to discover the old town. The owners left a bottle of montenegro wine which was a nice surprise and went down well. The owners were lovely to deal with.
