You can walk under covered streets the whole way if it's raining. The owner is super nice, even gave us some free cake! It's 100 yen to rent a towel, but I feel that's reasonable. Of course it is hostel-style so the quality of your sleep is reliant on the other guests but everyone who was there when we went was nice and quiet at night.

They were incredibly helpful and hospitable, and had a host of suggestions for us to make the most of our brief stay, including sharing his supplies so we could enjoy the local bath house. Very attentive hosts! Himeji isn't a bustling metropolis so we enjoyed the relaxed atmosphere of the local neighbourhood. Excellent location, a short walk to the main sights and Himeji station.
