The city is very affordable. You can get decent meal combos for even 3.5-5 soles. Probably the best time to visit is when they have celebrations. You'll notice people there are very festive and Keen to celebrate. In the night I spent there I saw a very impressive school/community parade with music and dancing, gathering locals of all ages. That was for me one of the highlights. As for the Islas Flotantes (Uros), I found it a bit too fast food tourism. Other day trips to ruins like Sillustani/Taquile Island are on the other hand a great experience. What bothered me is that apparently the cerros (miradores, where you see the city from the top) shouldn't be visited at sunset as it is considered dangerous.
Everyone is a different type of traveler. I found Puno boring. The architecture in Cusco is 100 times more interesting. Even the Plaza de Armas is unexciting. Puno has a small church and maybe 2 museums. The floating islands were commercialized and I felt like it was just a show for money. While I find the culture interesting, it was far from a pure experience. It's literally boat loads of tourists shuffled through a brief explanation, a then hustled to buy things. I honestly would not recommend it but if you must, it's cheaper to go on your own rather than taking a tour. The boat costs 10 sols and another 10 to be allowed onto the floating island. My bus out of Puno can't happen fast enough. Skip it or just pass through.
WARNING! The most attractive place of Puno is the tour to the Uros floating Islands and to Taquile Island. The lake is very pretty BUT, the captain and the tour guides are not preppared regarding weather conditions which leaded our boat to almost sink due to a storm. Nobody was wearing lifejackets and there was noone who could come to help us, so we had to get to the nearest land around, the front window was cracked we thought a wave could break it. We got to a safe place so we wouldnt stay in the moving lake. We wanted to return to Puno by bus and the tour guide insisted that we could go back to the boat because the storm has finished, but nobody wanted to go into the boat again, so until we argued with the tour guide and everybody was requesting a bus/taxi he called for it. We had to walk 1 hour and a half so we could meet the bus on the way to our rescue. I wouldnt recommend it unless the boat is really safe, good weather and good luck. This experience really scared me a lot.
Come if u have time; avoid if you have better things to do. It’s really a tourist trap. The lake is great. If u visit it, DO go on a speed boat. The regular boats are very very very very very slow.
Uros Islands are superb! The Uros Samarana Uta Lodge has such an intimate experience because there is only a husband, wife, 6 year old daughter and tiny baby with only 3 little houses total! When we were there for 4 days, there was only one other party for 1 night. If you want authentic plus friendly, seek out this lodge! We loved it! As we departed, the lovely wife gave us necklaces and other woven items.
Puno has a lovely plaza, great food, and is a base for exploring the floating Islas Uros, Sillustani funerary towers, islands Taquile and/or Amantani, and the Capachica peninsula. 3 or four days in Puno would be ideal.

Great location, walking distance to everything. The room was nice and even had a heater which was much appreciated plus plenty of blankets as well! The breakfast was quite good, including eggs which is sooo nice and rare in carb-obsessed South America. The staff was also kind and always helpful. Puno itself was also the most chill place we stayed in all of Peru, it was so nice not to be constantly harassed because you are a tourist. Definitely a great place to relax for a few days if you are travelling a long time.

Perfect location: very convenient to everything, tour agencies and restaurants is just less than 2 minutes walking. Very safe: the building is locked all the time. Quiet neighborhood: although it is very close to the city center, it is located in a very quiet neighborhood. Quick WiFi: it's out first time to have a stable and quick WiFi in Peru! Breakfast is okay: limited food (bread, cheese, ham, fruits), unlimited drinks (juice, hot tea, coffee) Hot water shower 24/7: be grateful in South America.

This Hostel was the best in our journey in Peru. Rooms are comfortabel, Bathroom modern with Hot water and the very best is the kitchen. As a Backpacker you can't have by you the simpliest things like tee, coffeemilk, butter, sugar or kitchen stuff. This kitchen had all, what we needed, even eggs, when the Shop don't had anymore😊. The breakdast is awesome, and Willy and his wife made us a warm water boottle, when our sun had stomache pain. Thanks a lot for your hospitality😆

And we saw a bunch. ∆ they seem to pay much attention to details, again unlike most other places. The view from the restaurant is absolutely amazing. Their location on Lake Titicaca is perfect. The beds were very comfortable and bathroom was really clean. Great shower head and hot water. They helped us with our luggage arriving and departing. The hotel also stored our bags while we were out on the lake. This hotel has had the best WiFi of any that we've stayed at. (This was the 6th hotel in our Peru stay.)

Great location in the middle of the city center, very spacious bed, clean, satellite tv, very friendly and professional (English speaking) staff. Definitely the best breakfast we've had in Peru! Plenty of fresh fruit, fruit juice, delicious bread, avocado etc etc. I would say Tierra Viva is the most professional hotel chain I've come across in Peru.

We booked a day tour through the hotel and got our laundry done. They also booked bus to la paz onwards for us. Couldn't fault no negative. If time allowed would have extended stay. Highly recommend

It’s such a unique place! A must for Peru! Although it’s not “cheap,” if you consider the pick up, all the yummy food included, accommodation and little boat trips/activities, it’s actually very well priced. The best thing is that it isn’t a travel agency, everything goes to Cesar and his family. It was a humbling experience.

Very new hotel on the floating island. Chic design with only two bedrooms thusfar. Armando, Dora and Axel were gracious hosts. If you are planning to visit Lake Titicaca then this is the place to stay. Byob so ask the driver to make a liquor run along the way from the airport to the hotel.
